If consent, ownership, qualification, approved copy, or relationship history is absent or contradictory, stop and identify the missing fact. Do not choose a convenient interpretation.

If a delivery attempt later times out, reconcile provider state before retrying. Use one durable idempotency key per intended message and never create a second send merely because the first response was lost.
